Background: Articles of Confederation limits

The Articles of Confederation limited the power of the central (confederal) government, leaving most authority with the individual states. Although the Confederation Congress could make decisions, it lacked effective enforcement powers, so implementing policies—especially amendments—required approval from all (or nearly all) states. This structure made national action slow and difficult, even when there was broad agreement on what needed to be done.
